The lot is about 11,308 sq ft / 0.26 acre, near Kingsbury Ave, Bancor St, and N. Ascension St. It is near a long-term growth corridor, but it appears speculative unless utilities and road improvements reach the immediate area.

Detailed Guidance

1. Inside Horizon City, ETJ, or unincorporated?

Horizon City publishes both a zoning map and an ETJ map. The city says zoning districts are established by its official zoning map, and its ETJ map was approved with roughly a one-mile radius. (Horizon City)

Your parcel is in Horizon City Estates Unit 13, near Ascension/Kingsbury. From the subdivision map and the city zoning map, it does not appear to be in the core incorporated zoning area shown on the Horizon City zoning map. I would treat it as likely unincorporated or ETJ-adjacent until confirmed by Horizon City Planning at 915-852-1046. (Horizon City)

2. Current zoning designation

I do not see a reliable parcel-specific zoning district for this lot. The safest title/land-investor language is:

“No confirmed municipal zoning found; likely subject to El Paso County development rules, recorded subdivision plat/restrictions, floodplain rules, and utility requirements.”

If it is outside city limits, there may be no traditional city zoning, but construction still needs permits. El Paso County states building permits are required for construction, moving, removal, demolition, and separate electrical/plumbing/mechanical work. (El Paso County)

3. Minimum lot size

The lot is 11,308 sq ft, which is larger than a typical 6,000 sq ft single-family city lot standard shown on older Horizon zoning materials, but that does not automatically mean buildable. Buildability depends on:

  • Utility availability
  • Septic feasibility or sewer availability
  • Floodplain/drainage
  • Recorded restrictions
  • County/city permit approval

4. RV, camping, storage container, manufactured home

Do not assume these are allowed. For marketing, I would avoid saying “RV allowed,” “camping allowed,” “mobile home allowed,” or “container allowed” unless confirmed.

Likely practical position:

  • RV/camping: questionable as a long-term use.
  • Storage container: likely needs county/city confirmation and may be restricted.
  • Manufactured home: may be possible only if permits, utilities, setbacks, and subdivision restrictions allow it.
  • Permanent dwelling: hinges mostly on utilities/access/permitting.

Based on the map you attached, the immediate area appears largely undeveloped with paper/platted streets. I would assume no immediate water/sewer at the lot line unless a utility provider confirms otherwise. That is the biggest limiting factor.

6. Growth-planning / investment analysis

Investor read:
This is a speculative infill/land-bank parcel. Upside comes from growth along Ascension and Horizon Blvd, but near-term value is limited by lack of utilities, road improvements, and uncertain jurisdiction/use rules.
